A:
Yes, they are running. You need to make a reservation in advance or you take a chance of not getting to go. They are well worth it and interesting info told by a park ranger.

Yes. $8. The earliest tour of the day has the most wildlife sightings, including manatees. Get there before the tourbooth opens and wait in line to secure a seat

I don't know. We saw several when we were there in March. If air or water temp has anything to do with it, it is still in the 90s here in North Central Florida (September 17). The temp in Oct is usually warmer than the temp in March when we visited, so my guess is you will see them.
