Polling places in Caracas, the capital, and other cities were sparsely populated but officials claimed turnout was higher than 40 percent.

Venezuelans still reeling from the outcome of last year’s presidential election did not respond Sunday to government calls to get out and vote for lawmakers, governors and other officials.

The largest opposition parties criticized the vote as a farce, and had called for a boycott of the elections.
